1. OFFICE OF THE HEAD OF THE DEPARTMENT

Co-ordinate all functions delegated to different sections within this
department
-
Control and monitor the budget of the department and its use by the defferent
sections; and
-
Execute all the functions delegated to thedepartment by Council.

5. HUMAN RESOURCES MANAGEMENT AND LABOUR RELATIONS
-
Deal with recruitment of personnel
-
Render employee advice on personnel matters
-
Process appointments
-
Deal with incoming personnel correspondence
|
2. COMMUNITY AND PUBLIC PARTICIPATION
-
To ensure that there is a focus on legislative mandate and obligations as
stipulated in the Municipal System Act and Structures Act.
-
More focus and attention on building Ward Committees in terms of capacity
buildingtraining etc;
-
Building a strong public participation in all Council activities.
-
Conduct public outreach programme.

5.1. HUMAN RESOURCE DEVELOPMENT
-
Development, implement and monitoring of human resources policies;
-
Deals with practical implementation of legislation relating to human resources;
-
Advise Council on best human resources practices;
-
Should develop a comprehensive Human Resources Strategy.

3. INFORMATION, MANAGEMENT AND SECRETARIAL
-
Render secretarial services to Council's committees and Council; and
-
Manage, provide and keep Council information and provide typing services to
Department and Council.

5.2. PERSONNEL ADMINISTRATION
-
Deals with day to day running of personnel matters including leave, overtime,
benefits and conditions of service.
-
Bring about proper management that ensures service compliance with policies and
procedures.

4. ADMINISTRATION, TRANSPORT AND LOGISTICS
-
Concentrate on the civic centre
-
Render logistical support to all Departments of Council
-
Helps Council to have optimal utalization of its fleet, by putting necessary
management process and procedures in place
